POSITION:                  Fiscal Manager

LEVEL:                       Management

DUTIES:                        Supervise 2 employees

SALARY:                      Full time with Benefits – High $40k

  1. Major Functions:

Manages the comprehensive Fiscal Unit operations.  Effectively supervises Fiscal staff and oversees the performance of all financial budget audits.  Must be familiar with all applicable laws, regulations, and policy (overall and specifically for financial management, audits and OMB circulars).

  1. Specific Duties and Responsibilities

Analyzes and interprets laws, policies and technical literature to develop and implement systems and procedures for effective financial management and compliance with audit standards.

Oversees all Fiscal Unit operations including, but not limited to preparation of reports (FSR, income, taxes, etc.); accounts receivable and payable; monitoring of expenditure levels; balancing of books, journal entries; participant payroll and payments; close out of grants; and audits.

Develops and manages (including invoicing) CareerLink budget and cost allocation plan. Interacts with all agency units to achieve integration of program and plan development; provides information to the public as requested and represents the agency at meetings.

Communicates effectively with Board members, County Commissioners, and State and Federal government staff resolving both internal and external issues.

Assists the Agency in the effective marketing of the Agency and securing of available grants and other funds.

Oversees Job Search Component activities that are conducted in an intensive learning experience of individual, group training, and/or one-on-one counseling situations. Identifies opportunities/resources for improvement that will increase customer satisfaction and positive outcomes.   Reviews status reports of team members and addresses issues as appropriate.   

Supervises staff personnel within the fiscal department, job search component, and receptionist/data entry.   Department/component staff positions include: Accounts Payable Clerk, Bookkeeper, Job Search Coordinator, Job Search Assistant, and Education/Assessment Coordinator.  Primary responsibility for directing and assigning the daily activities of these employees, and for disciplining and/or rewarding subordinate staff as he/she determined necessary.             Oversees subcontract for computer maintenance and upgrade services including JTBC equipment at CareerLink.  Additionally, is responsible for oversight of all software licenses at the administrative office.

Interviews applicants for Fiscal Unit/Job Search/Receptionist vacancies and makes final hiring recommendations.Independently develops and presents the overall JTBC budget and all component program budgets for approval.  Effectively manages all audit procedures as required.

  1. Qualifications and Experience

Must have a Bachelor’s degree from an accredited college or university, and three (3) years of relevant managerial experience in a similar position or equivalent related experience.

  1. Additional Information

May work on special projects and other duties as assigned. Responsible for the management of all JTBC operations in Executive Director’s absence.   Reports to the Executive Director.
